Whatcom County Council Supports Cultural Access Tax?

At last nights Whatcom County Council meeting, Council Member Buchanan brought forward a request that the Council send a letter to our Washington State Legislative and Senate Representatives to support Senate Bill 6151, which would enable the Counties and Cities to enact taxing districts for:

AN ACT Relating to access to and economic development of cultural and heritage programs and facilities and authorizing the creation of cultural access authorities; amending RCW 84.52.010, 84.52.010, and 36.96.010; adding a new section to chapter 82.14 RCW; adding a new section to chapter 84.52 RCW; adding a new chapter to Title 36 RCW; creating a new section; providing an effective date; and providing an 7 expiration date.

They did caveat their decision to send the letter with the premise that the bill “must” be voted on by the people for approval.  In layman’s terms, they are asking the State Legislators to support a bill that will allow us to vote to lay a tax upon ourselves to be used expressly for the support of local art(s) and artistic related endeavors.
